Terms and conditions
a. The following company is the publisher of the website " www.starcasino.be":
i. Chaudfontaine Loisirs SA is a company incorporated under Belgian law, with its registered office at 4050 Chaudfontaine, Esplanade 1, registered with the Crossroads Bank for Enterprises under number 0442.520.928. Chaudfontaine Loisirs hold an A licence under Belgian law for the operation of offline games of chance in a Class I establishment and an additional A+ licence under Belgian law for the operation of games of chance via information society tools.
Hereinafter referred to as "STARCASINO".
b. Green Island NV is a company incorporated under Belgian law, wit hits registered office at 1853 Grimbergen, Treft 33, registered with the Crossroads Bank for Enterprises under number 0422.851.308. Green Island NV holds an E licence and is platform provider for the website.
2. Services offered
STARCASINO offers users a legally authorized online gaming experience (approved by the Belgian Gaming Commission). The offer consists of :
a. Games of chance.
b. STARCASINO reserves the right to amend and update these Terms without prior warning.
c. STARCASINO will bear no responsibility in case of a force majeure.
d. STARCASINO does not guarantee the event results and time indications displayed in the user interface, nor the times of events in the future.
e. The governing law is the Law of Belgium.
a. Registration at STARCASINO is only permitted for natural persons who are legally competent and at least 18 years old. Bets are open to persons aged 18 years and over. The remaining range of games of chance is restricted to persons aged 21 years and over. Upon registration the user will need to input his identity details which will be used to verify with the Gaming Commission if the user is allowed to play. The user agrees to provide correct and complete details of his identity upon registration and will keep these details up to date at all times thereafter. The user can play the games in demo mode for free.
b. The user guarantees that the identity details (last name, first name, email address, national number, etc.) that he uses for registration are his and are correct. The user declares he will update his personal details in his account immediately if there are any changes. Last name, first name, national number and email address are unique identifiers for each user and cannot be changed after registration. With his registration, the user declares not to be a member of the Belgium police force, a judge, notary or bailiff. With his registration, the user furthermore declares not to be included in the EPIS excluded persons list of the Belgium Gaming Commission.
c. The user ensures and declares, at all times:
- that he is not a sports professional or competes in any league in which STARCASINO offers sports bets;
- that he does not have any limited legal capacity;
- that he does not play or bet for or in favor of another person;
- that he has not been classified or diagnosed as a pathological gambler or as a problem gambler in general, and/or been included (either voluntary or not) in a database of excluded players or problem gamblers in general;
- that the funds he deposits on STARCASINO are not the proceedings of any criminal or illegal activity or origin;
- that he will not deposit funds with a deposit method that he is not fully authorized to use, and that he will not use any deposit method in a jurisdiction where the games of chance and/or sports bets of STARCASINO are illegal
- that he will not commit any crime that directly or indirectly implies his STARCASINO account;
- that he does not have any other active account with STARCASINO;
- that he is entitled to open an account, entitled to pay for the services of STARCASINO, to use these services and to take part in the games of chance and sports bets offered;
d. With his registration, the user agrees that a notification by email from STARCASINO to his registered email address will be considered as valid and legally binding.
e. Any user who uses false details to register (name, address, national number, or other) commits identity fraud and will have all his accounts closed without prior warning. Credits on the account will be deemed invalid and will be void and reset to zero without prior warning.
f. STARCASINO has the right to cancel without prior warning any registrations with nicknames that are disturbing, insulting, racist, sexist or vulgar. Credits on such an account will be void.
g. With the registration at STARCASINO, the user agrees to be registered simultaneously with his account on the websites of the common processors mentioned in the privacy declaration. The websites of the common processors can be found on the website of the Belgium Gaming Commission.
5. Access to STARCASINO
a. The user declares that he will only login to and play in his own account.
b. Users are not allowed to login to their account using a false or hidden IP address.
c. It is not allowed to register multiple accounts. A user can only have one active account. If a user does have more than account, these will be closed and credits and bonuses can be lost.
d. STARCASINO is not responsible if a user’s access to the website is restricted by the Belgium Gaming Commission.
e. For legal reasons, the access to certain games or sports bets can be restricted in certain countries or jurisdictions.
f. The user understands that internet gaming may be illegal in certain jurisdictions.
a. Upon participating in sports betting on STARCASINO the user declares to have the full legal age of 18 years.
b. Upon participating in games of chance on STARCASINO the user declares to have the full legal age of 21 years.
c. Participating in online games or sports betting comes with technological limits of the internet, which are understood and accepted by the user, such as, without limitation:
- Technical challenges and risks, data loss, latencies, connection time outs and interruptions, and other general issues and risks inherent to a remote connection and transmission;
- Security issues upon transmission;
- Failure in the protection of data;
- Risks of virus infection on the internet.
d. STARCASINO will take all reasonable measures to ensure that when a bet is placed and the remote connection is lost, a player can continue the game after the connection is restored. This can however not be guaranteed.
If this is, for any reason, impossible, then the game will be closed and the bet amount will be refunded to the account of the user.
e. In the event of STARCASINO being found liable in any way by a court of law and/or a similar authority with legal competence and/or jurisdiction over STARCASINO, then STARCASINO's liability is limited to the amount of the stake, or the account holder’s net winnings, whichever is the lesser. Alternatively, when relevant and applicable, the amount recorded in the STARCASINO account or the amount transferred into or out of the STARCASINO account, whichever is the lesser.
f. The user acknowledges that participating in a game of chance or a sports bet can bring a financial loss.
g. STARCASINO can block game systems designed to cheat the game such as doubling up continuously on bets paying 1:1, etc.
h. The user shall not in any way, except for the normal rules of the game, try to influence the result of the game.
i. The user shall not try to influence the result of a sports event in any way, directly or indirectly. If a user has any knowledge of influence or any other irregularity in a sports event, he will inform STARCASINO immediately thereof. Any bets on such an event will be cancelled, even retrospectively. In general, STARCASINO has the right to cancel any bet, retrospectively or not, in case of suspicion of any irregularity regarding the event.
j. STARCASINO is not liable in case bets cannot be placed because of technical issues, suspension of odds during critical match phases, delays in payments of prior bets, delays in crediting deposited funds etc.
k. STARCASINO has the general right to cancel any bet at any time.
l. In case a user wishes to lodge a complaint, he will do this by means of email to firstname.lastname@example.org. STARCASINO and the user will try to find an amicable solution within a reasonable time.
STARCASINO will inform the user of the result of his complaint within thirty (30) days after the date of reception of the original complaint.
For a complaint to be valid, it needs to contain clear and well-defined information about the user identity and account name, and all relevant and well documented details of the issue at hand. A complaint needs to be received by STARCASINO within seven (7) days of the incurrence of the issue.
7. Access, processing and management of personal user data
a. Processing and use of personal user data
i. The user data will be processed as described in the privacy statement, in compliance with privacy regulations.
ii. STARCASINO will be bound to transmit personal user data to comply with gambling regulations or in case of a decision by a court of law or any other administrative decision with legal power. The user acknowledges this and also agrees that his personal user data are transmitted to the Belgium Gaming Commission.
iii. The user agrees that STARCASINO shares his nickname, age, gender, bets and wins, and his activities in general on the website of STARCASINO and/or on social media. Sensitive data such as name, phone number, address, banking details will not be shared.
iv. Users will receive marketing information messages regarding new products, promotions or services if they have given consent to receive this. Users can opt out at any time by cancelling the consent in their account.
c. Responsibility of the user
d. The user is responsible for keeping his account details private, and especially his password. It is the sole responsibility of the user if he entrusts his account and login details to another person. The user is solely and fully responsible for all activity in his account. STARCASINO will bear no responsibility whatsoever for unauthorized activity in the users account, misuse of the account, misuse of the login details or any other fraudulent use of the account, even if the user had no knowledge of this activity.
8. Bets and wins
a. STARCASINO is responsible for the management of bets and wins in the user accounts.
b. To participate in a game, a user needs to bet an amount at the start of the game. The bet amount will be deducted from his account balance. After the game has ended, any wins will be credited to his account balance.
c. If the balance of a user account is insufficient, the user will not be able to play or finish the game, but the user will need to deposit funds in the account before to increase the user account balance.
d. If a game session is interrupted by the user, STARCASINO will try to restore the session. The technical report by STARCASINO on the game session will be final and decisive in this matter.
e. If a game session is interrupted because of a technical issue, STARCASINO will try to restore the session. The technical report by STARCASINO on the game session will be final and decisive in this matter.
f. Wins from games with anomalies or erratic behavior (e.g. erratic payments in the game, technical issues, etc) will be void and immediately debited from the users account.
a. Through his activity on STARCASINO, a user can obtain Starcoins. These Starcoins can be used to obtain, at the discretion of STARCASINO, gifts, special features or bonus credits.
b. Starcoins are strictly personal and cannot be transferred to another account.
c. STARCASINO has the right to change the way Starcoins are obtained and their validity at any time without prior notification. STARCASINO can change the amount of Starcoins needed for gifts, features or bonuses at any time without prior notification.
d. STARCASINO can cancel any Starcoins or the gifts, features or bonuses obtained by these Starcoins at any time if these Starcoins were obtained by fraud, mistake or by a technical error.
e. The use of Starcoins by a user to obtain a gift, bonus or feature is irreversible.
f. Users can consult the Loyalty section on the website for more information on how Starcoins can be obtained and on which activities yield Starcoins. The rules for obtaining Starcoins can be changed at any time without prior notification.
10. Game rules and changes
a. The user declares to fully understand the rules of each game on STARCASINO. The user can play most of the games in demo mode to see how the game works.
b. STARCASINO has the right to change the rules of any game at any time without prior notification. Any change of rules will be applied to all game sessions started after the change.
c. Any major change in the rules or terms and conditions will be notified to the user. The user will be asked to accept the new rules or terms and conditions. If a user does not accept, he will no longer be able to play. In such event, the user can close his account and withdraw his remaining funds.
d. It is strictly prohibited to hack or change the outcome of the games. Users will not try to manipulate game results or game sessions.
e. The user will immediately inform STARCASINO of any erratic behavior of a game. Any erratic payment in a game will be void and debited from the user account balance.
f. The English language rules will be decisive in case translation in another language is unclear or differing.
11. Balance and bonus
a. A user account at STARCASINO has 2 types of balances: "Balance" and "Bonus"
Contains the cash credits deposited by the user in his account by means of available deposit methods, and the wins of games played with cash credits. The credits on this balance are also called cash credits and can be used to play on STARCASINO.
Contains the bonus credits a user receives using bonus promo codes and/or promotional actions such as, without limitation, deposit bonuses, free bonuses, wins of free spins, and the wins of games played with bonus credits. The credits on this balance are also called bonus credits and can be used to play on some but not all games on STARCASINO. Bonus credits have no money value and have a validity limited in time. The user can check the validity of his bonuses in the balance overview. When bonus credits are no longer valid, they are void and removed from the bonus balance and from the balance overview. Bonus credits are subject to a playthrough. The conditions for receiving bonus credits, for playing with bonus credits and for converting bonus credits to cash credits can be found the Help section on the website. These conditions can be changed at any time without prior notification.
b. When placing a bet on STARCASINO, the balances of the user will be debited in the following order:
If the credits in the “Balance” are not sufficient to fulfill the bet amount, the “Bonus” credits will be used to fulfill the unfilled portion of the bet amount.
c. The user can only withdraw funds from his “Balance” credits. “Bonus” credits have no money value and cannot be withdrawn.
d. STARCASINO has the right to correct “Balance” and “Bonus” credits when there is suspicion of fraud or misuse by the user. In such an event, STARCASINO has the right to close the account of the user.
e. Promotions are only given out once per IP address, bank account number, phone number or other unique personal data to prevent fraud.
f. Bonus credits can be cancelled by STARCASINO at any time without prior notification.
g. Promotions and bonuses can be changed by STARCASINO at any time without prior notification.
h. Bonus credits from promotions and bonuses cannot be withdrawn. These can be used to play some of the games on STARCASINO. The wins from games played with bonus credits are credited in the “Bonus” balance and hence cannot be withdrawn neither. However, after a predetermined playthrough, the bonus credits that have reached the pre-set playthrough will be credited in the cash “Balance” and can be withdrawn. The conditions of the playthrough will depend on several parameters such as the loyalty rank, the net deposit, the number of bets with cash credits, the total bets, the types of games played, etc. Please refer to the Help section on the website for more info.
i. STARCASINO has the right to cancel bonus credits without prior notification if a deposit yielding the bonus credits was not used to play or was cancelled.
j. STARCASINO has the right to limit the users play with bonus credits in time, amount and/or in type of game.
k. If a user deposits funds to withdraw these again in order to misuse a deposit bonus, STARCASINO has the right to cancel the bonus credits without prior notification, and to cancel any wins or cash credits providing from these bonus credits without prior notification. Such behavior will be deemed fraud and STARCASINO will have the right to close any such account immediately.
l. STARCASINO has the right to limit promotional deposit bonuses to certain deposit methods. STARCASINO can also make promotional actions dependent on geographical location, age, loyalty rank, etc.
m. If a user account is inactive for 6 months, the account will be closed and all credits in the account will be cancelled. In case such an account is not closed automatically, an administrative fee of 10 euro per month will be debited from the Balance until the Balance reaches 0.
n. The Balance does not yield any interest. STARCASINO is not a financial institution.
o. STARCASINO can block a user account for risk management if the Balance amount poses a liquidity risk. In such a case, the user will not be able to play but will be able to withdraw his Balance.
a. A user account holder is only allowed to:
- make deposits to his STARCASINO account with his personal card or via his personal account created with one of the financial institutions or their licensees;
- request withdrawals of funds held on his STARCASINO account to his personal account created with one of the financial institutions or their licensees.
A user account holder is responsible for providing STARCASINO with the correct details of his personal account for the purpose of withdrawals from his STARCASINO account.
a.2 An user account holder must not allow third parties to use his STARCASINO account to make deposits to or withdrawals from his STARCASINO account.
b. A user account holder can withdraw funds from his “Balance”. Withdrawals can only be made by means approved by STARCASINO and with a minimum of EUR 10.
c. Deposited funds need to be fully played through (100%) before they can be withdrawn, this to prevent any form of money laundering.
d. To comply with the conditions of certain payment providers and to comply with regulations, in certain cases credits can only be withdrawn to the account from where the credits were originally funded (closed loop). It is also possible that deposit methods are restricted if the “Balance” contains credits from a deposit method with closed loop restrictions.
e. The amount of anonymous deposits and withdrawals is strictly limited to comply with regulations.
f. STARCASINO has the right to perform security checks when a user requests a withdrawal. Such checks can require the user to revalidate his email addres and to provide STARCASINO with identity documents, bank documents, proof of address, copies of bank cards, etc. The withdrawal will be on hold until the security check has been completed successfully.
g. Withdrawals can be delayed by security checks and reviews of winnings and user activities.
h. If a user is in breach of the terms and conditions, STARCASINO will have the right to refuse the withdrawal, void the credits and close the account.
i. In order to be able to request a withdrawal, a user needs to validate his email address and have his identity details verified by the STARCASINO support team. STARCASINO has the right to perform more security checks such as verification of address, bank card, etc. Failure to verify these can lead to the cancellation of the withdrawal, or even the closure of the account and cancellation of credits.
j. The maximum win per sports bet is 25000 euro. Any sports bet paying more will be reset to 25000 euro.
k. Administrative costs can be charged for deposits or withdrawals.
l. All transactions on STARCASINO are subject to checks on anti-money laundering and fraud. Every suspicious transaction will be reported to the competent authorities.
m. The user is personally responsible to know the laws of the country of his personal card or bank account being used to deposit funds.
n. It is not possible to cancel deposited funds and receive a refund directly.
o. Players may withdraw a maximum of 10 000/50 000/200 000 euros per day/week/month.
p. An enquiry into the gameplay and the winnings can delay the payment up to 60 days.
13. Account management
a. Each user has an account that is created upon registration.
b. The user can view his transactions of his account when authenticated on the website.
c. STARCASINO manages the bets and wins in the account.
d. STARCASINO has the right to refuse access to a user, suspend or close a user account without prior notification.
e. STARCASINO has the right to restrict access for a user to certain features, games and/or parts of the website.
14. Intellectual property
a. Trademarks, logo's, graphical designs, photo’s, animations, video's, texts and other distinctive marks and signs on the website are the intellectual property of STARCASINO or of it's partners. Reproduction or use of these are strictly prohibited without prior agreement.
15. Close account
a. A user can close his account at any time. A user account can only be reopened within a very limited time. Remaining credits need to be withdrawn before closing the account or they will be lost.
b. STARCASINO has the discretionary right to close a user account at any time without prior notification.
17. Responsible gaming
The user acknowledges and understands that, when not prudent, games of chance and sports betting can be addictive. The user who opens an account with STARCASINO declares and guarantees to not have a gambling problem or have been diagnosed or treated for problem gambling.
Kindly be advised that gambling can be addictive.
